Part A: A Testimony Supporting the Policy

I’m here to discuss the proposed policy, “NY STATE HR 1667 DR. LORNA BREEN HEALTH CARE PROVIDER ACT. SUICIDE PREVENTION TRAINING IN HEALTHCARE. IMPACT OF COVID PANDEMIC.” Since 2019, COVID-19 cases and deaths have been increasing, imposing psychological distress on healthcare providers. Healthcare providers are mainly stressed by their high workload and long-working hours following an increased demand for healthcare services during the pandemic. Additionally, the likelihood of contracting the virus while interacting with patients who have tested positively exposed healthcare providers to mental distress. According to Billings et al. (2021)The Self Reflection On Testimony Discussion, healthcare workers are on the frontline in the fight against the COVID-19 virus. Hence, healthcare professionals are more likely to contract the virus than the general population, exposing them to psychological distress, which might lead to suicide. Thus, the policy is recommendable for reducing the high risk of suicide among healthcare professionals.

As a registered professional nurse earning my advanced degree, I feel that the policy should be enacted to curb the high rate of suicide cases among healthcare workers. I will apply policy competencies acquired during the program to support the development and implementation of the proposed policy. Following the enactment of this policy, I will apply leadership competencies to collaborate with the policy team in educating healthcare workers about various suicide prevention approaches, including seeking behavioral health care services and enrolling in Healer Education Assessment and Referral (HEAR) program, and going for suicide screening regularly. I feel this is an important issue that needs immediate attention due to the dramatic increase in the prevalence of suicide among healthcare providers during and after the COVID-19 pandemic. According to Bruffaerts et al. (2021), healthcare professionals’ death wish and suicide ideation rates during this period were 3.6% and 1.5%, respectively. Additionally, approximately 1.0% and 1.3% of suicide plans and suicide attempts were reported in this population during and after the pandemic (Bruffaerts et al., 2021). I have also witnessed suicide cases among healthcare workers in a healthcare setting during my practicum program. The suicide rate among healthcare workers is associated with mental distress and psychological issues. Exposure to highly stressful situations in medical facilities repeatedly leads to mental instability among healthcare workers, which might result in suicidal tendencies since psychological suffering is associated with approximately 90% of suicides worldwide (Jahan et al., 2021)The Self Reflection On Testimony Discussion. Therefore, suicide among healthcare professionals is a significant clinical issue that requires immediate action.

Part B: Self-Reflection on Testimony Presentation

Preparing, testifying, and reviewing the videotape was an amazing feeling. By preparing the and testifying I felt that I was contributing to reducing suicides among healthcare workers, a significant public health concern, which is associated with the outbreak and dramatic increase in COVID-19 cases and deaths. Thus, I felt that suicide prevention interventions proposed in the videotape, including seeking behavioral health care services and enrolling in Healer Education Assessment and Referral (HEAR) program, and going for suicide screening regularly would reduce the high rate of suicides among healthcare workers significantly. Additionally, by reviewing the videotape I felt that I had mastered the knowledge and skills regarding videotape preparation. However, some areas of the videotape were making me uncomfortable. First, presenting confidential data regarding the subject matter is challenging since most healthcare organizations are reluctant to share such information to outsiders for fear of being suspended due to underperformance. Additionally, disclosing individuals’ health-related details without their consent would be acting against the HIPAA Act (Iyiewuare et al., 2018). Thus, only general information regarding the subject matter such as suicides among healthcare workers should be required in future testimony presentations. It will be less challenging to access general information regarding the subject matter and will not expose healthcare organizations to penalties for failure to adhere to HIPAA Act.
