Low levels of health literacy among populations result in a lack of comprehension of the objectives of various health programs. This can make them not to complete rehabilitation programs and relapse back to drug experimentation. Social beliefs and norms make some people so stubborn and opposed to new health interventions.
Poverty can be addressed by formulating policies to empower people to earn a living through self-employment. Offering soft loans can create an enabling environment for the community to be empowered and independent.
