Introduction
The selected community health issue is drug experimentation among young adults. Research has shown that drug experimentation among young adults in the United States is on the rise. A myriad of causes and influences including socioeconomic status, peer group influence, quality of parenting, and biological predisposition toward drug addiction were identified to enhance the risk for drug experimentation among young adults (HHS, 2022). Moreover, although a majority of reviewed studies have focused on the adoption of clinical interventions for adolescent substance abuse, there is currently scant literature on evidence-based interventions aimed at reducing drug experimentation among young adults (Hibbard, 2022). In the United States, drug experimentation is a serious public health issue as exemplified by the rise in drug use in the United States; Tobacco: 58.9 million; Alcohol: 140 million people; Prescription stimulants: 2.9 million people; Heroine: 970,000 people, Prescription sedatives: 320,000 people; Methamphetamines: 2.3 million people; and Prescription painkiller: 1.9 million people (HHS, 2022)The Community Strategic Plan Assignment Paper.

Globally, drug experimentation is also recognized as a major public health crisis fueled by the large number of people who experiment with illicit drugs, particularly cannabis, heroine and other controlled substances. Inside and outside the United States, findings indicated that drug experimentation and use has risen sharply among young adults, with alcohol and other illicit drugs becoming a major factor behind the rise in hospitalizations and treatment (UNODC, 2020). A range of factors including poor mental health, changing viewpoints regarding illicit pleasure, the ongoing legalization of recreational marijuana, the pervasive nature of the opioid epidemic, and the difficult socio-economic realities experienced by the majority of those at risk of drug experimentation. In terms of monetary costs associated with this issue in the United States, the economic cost of drug experimentation and use among young adults was estimated at more than $250 billion annually, in the form of massive healthcare costs and lost productivity. Drug experimentation and substance abuse remains one of the most costly health-related issues in the country, with the notable categories being: healthcare ($790 million), morbidity ($1.03 billion), crime ($1.09 billion), mortality ($2.02 billion), among other economic costs (White House, 2022)The Community Strategic Plan Assignment Paper.
Description of Advance Practice Roles and Management Strategies that affect change at the community level
Advanced Practice Registered Nurses (APRNs) assume critical functions and roles in the provision of healthcare and support services to individuals at risk of drug experimentation and substance abuse. Bekemeier et al. (2021) explained that the centrality of APRNs as a primary point of care enables them to become frontline healthcare workers actively involved in the delivery of primary care in various specialties including community health, substance use, as well as patient populations including young adults. Equally, APRNs equally act as an advocate for good health in the community through developing and implementing behavior change programs aimed at addressing health concerns faced by individuals and groups within the community. Moreover a notable management strategy employed in advanced practice is related to the increased collaboration and coordination between the APRNs and other entities including governmental and non-governmental organizations Zwilling, 2018). Hibbard (2022) argued that the establishment of clinical-community linkages is a vital management strategy geared at fostering stakeholder collaboration and engagement in the realization of change-based programs and interventions aimed at enhancing community health outcomes. Therefore, whilst actively assuming numerous roles in nursing leadership, advanced nurse practitioners must also embrace the adoption of evidence-based best practices and advocate for the implementation of critical policies and resources as well as the provision of public health education on the detrimental effects of drug experimentation (Woo et al., 2017)The Community Strategic Plan Assignment Paper.
Key community and social resources that negatively and positively affect the selected issue
Research has shown that drug experimentation is affected by the existing social structures, government policies and cultural values. At the community level, the dedication of resources to public education, evidence-based prevention and treatment interventions, including rehabilitation have had positive effects in reducing the effects and rates of drug experimentation (UNODC, 2020). A key shortcoming is that the resource-intensive nature of these activities might undermine access and availability of relevant pharmacological and non-pharmacological treatments aimed at assisting those at risk of drug experimentation to overcome the risk of becoming addicted. Moreover, the adoption of prevention programs aimed at preventing or delaying initiation of illicit drug use are considered effective in reducing the consumption of drugs or alcohol among the young adults (Polak et al., 2020)The Community Strategic Plan Assignment Paper. Equally, the implementation of public education programs are credited for the increased awareness about the risks of harms associated with the consumption of illicit drugs, leading to reduced drug experimentation and use. However, a myriad of socio-economic and environmental factors facing young adults including lack of employment or unemployment, over-representation in the criminal justice and public health problems, and differences in occupational status, income and education had a detrimental impact on the patterns of drug experimentation and consumption among adolescents and young adults, at the community level (White House, 2022).
Changes or Enhancements in Community-related Services
Some of the changes or enhancements in community-related services centers on the greater need for adoption of family-/community-based interventions for illicit drug use among young adults. There is the need for significant changes in favor of coordinated community interventions and programs aimed at promoting positive behavioral change in favor of cessation (Hibbard, 2022). Equally, the training of community health workers can prove highly instrumental in creating a competent, adequate and diverse team of practitioners working collaboratively to implement and monitor illicit drug prevention programs. Other changes includes increased investment in stakeholder collaboration as the fundamental basis for ensuring multiple organizations and entities including healthcare providers, business owners, national health service, social workers, law enforcement, city councils, voluntary organizations, NGOs, sports organizations, community organizations, retailers, media, schools, workplaces and the government, are actively involved in the development, implementation and support of community-related services and programs aimed at tackling the problem of drug experimentation among young adults (Adrangi et al., 2021)The Community Strategic Plan Assignment Paper.
Strategic Plan
This strategic plan is focused on the implementation of effective prevention strategies to combat drug experimentation and substance abuse within the community setting. The specific goals that inform this strategic plan include:
- Teaching Prevention in Schools.
The adoption of tailored school programs and interventions can help to teach young adults on the signs of possible drug problems and to provide them with relevant knowledge (on conflict resolution, stress management, decision-making, assertiveness, social interaction, communication) and skills (social and personal skills) to resist drugs through enhanced health literacy (White House, 2022).
- Life Skills Training
Young adults outside school can participate in comprehensive life skills training programs in order to gain key data and information on illicit substances, protective factors, triggers, and consequences of drug experimentation and abuse. Strong emphasis need to be placed on achieving reductions in marijuana use, cigarettes smoking, use of inhalants, hallucinogens and narcotics as well as problem drinking among young adults (Polak et al., 2020). Moreover, a myriad of interventions including mentoring, enhanced access to employment opportunities and promoting of positive habits can also help to alleviate some of the socio-economic as well as cultural constraints behind the growing prevalence of drug experimentation at the community level (UNODC, 2020).
Conclusion
The goal of the strategic plan is to reduce the rising prevalence of drug experimentation among young adults. The goals of this plan include reaching prevention in schools, implementation of life skills training programs. However, resource constraints, socioeconomic factors, cultural differences and the complexity of the opioid pandemic might pose a huge challenge to the successful implementation of this plan. Nevertheless, the outlook for action indicates that targeted prevention strategies and associated services can effectively reach people at high risk for drug experimentation, and hence continuous monitoring and evaluation will be required to ensure continuity and sustainability The Community Strategic Plan Assignment Paper.
