Responsibility Government and Government Outreach are two concepts with distinct meaning and application. A responsible government is largely involved in the creation and implementation of relevant legislative, regulatory and institutional measures aimed at promoting accountability, transparency and progress (Dowding 139). On the contrary, government overreach encompasses a situation where the government is involved in formulation and enforcement of government policies, efforts and practices that it has not been granted by the people or the constitution. A responsible government seeks to conduct its affairs in favor of fulfilling key public-oriented agendas including infrastructure development, security, and community development, among others (Horne 11). On the contrary, government overreach may entail the use of political authority and legal powers in an attempt to disregard the constitutional rights of the majority and the rule of law (Higgs 43). Therefore, whilst responsible government may be more included to ensure proper separation of control and accountability, government overreach tends to reduce the participation of the people in upholding parliamentary accountability and democracy (OECD 21). The importance of parliamentary democracy in the modern nation-states is reinforced by the common understanding that the will of the people must be recognized in terms of protecting sovereignty and upholding the rule of law (Knudsen 1). The implementation of responsibility government in numerous colonies of British North America (Canada) and also in the United Kingdom, and this paved the way for this system of government to gain root and widespread application in other parts of the globe (Danoff and Hebert 67)Government Overreach vs Responsibility Government Discussion.
