Identify the Population Health concern you selected. Low-income and the uninsured population
Describe the Population Health concern you selected. Eroded access to insurance had undermined the capacity of mover than 7 million uninsured Americans to secure free health insurance through the Affordable Care Act (widely known as the Obama Care). Although a range of other policy-level interventions such as the implementation of Medicaid and CHIP have helped to reduce the national uninsured rate, at least 32 million people in the country are uninsured in 2020 (CMS, 2022). Therefore, there is still a significant portion of Americans lacking health insurance, and hence the Biden Administration has been on the forefront in adopting policy-level measures aimed at ensuring improvements in the number of Americans eligible for receiving free or subsidized health insurance.

Explain how each of the two presidential administrations approached the issue. The Trump-Pence Administration repealed the Affordable Care Act, leading to a significant growth in the number of uninsured individuals from 2.1 million to around 6 million in 2017.  Even though the Trump Administration extended healthcare safety net for the uninsured, close to 2 million individuals lost access to healthcare following the efforts by the Trump Administration to chip away at the Obama Care (Ellison, 2017)Evidence-Based Health Policy And Politics Discussion. The Biden-Harris Administration has focused on strengthening the Affordable Care Act to expand and preserve health insurance coverage for Americans. He Administration has focused on expanding and reinvigorating the ACA’s health insurance exchanges (CMS, 2022). Some of the key interventions by the Biden Administration to address this particular health concern included implementation of the American Rescue plan Act, the Families First Coronavirus Response Act, among other legislations (Haffajee & Sommers, 2021). Therefore, the Biden Administration has primarily sought to pursue innovative health reforms aimed at expanding Medicaid and Medicare eligibility and enrollment and also tackling barriers to enrollment and expansions in government-subsidized coverage (Oberlander, 2021).
Identify the allocations of resources that the current and previous presidents dedicated to this issue.  In terms of Medicaid cuts, at least $300 million was reduced from the Medicaid budget over 5 years.

The repeal and replacement of Affordable Care Act sought to face $250 million over 10 years.

Reduction in CHIP funding sought to reduce around $ 6 billion from the Children’s Health Insurance Fund.

Approximately $500 million allocated for expanding access to treatments, including medication-assisted treatment, and substance abuse treatment (Gee, 2020).

Close to $2.3 million allocated to community groups that assist sign-up for ACA health plans.

Proposals made in the American Rescue Plan (ARP) by the Biden Administration sought to provide $400 billion as COVID-19 relief. The 2021 Special Enrolment Period (SEP) focused on providing around $19,000 for an individual and $40,000 for a family of four to eligible low-income consumers under 150% of the Federal Poverty level (Wynne & Joyce, 2021).

Narrative

The healthcare issue of uninsured population in the modern American society gained prominence on the presidential agenda due to a number of reasons. First, a significant portion of the uninsured population has reduced access to healthcare due to the low level of enrolment in the existing health insurance plans and packages. Secondly, the repeal of the ACA act by the Trump Administration greatly undermined the funding of health insurance coverage programs, and this significantly undermined the ability of uninsured populations to access high-quality and affordable healthcare care. Thirdly, the implications of the COVID-19 pandemic triggered the greater need for the U.S. government to consider implementation of COVID-19 relief plans aimed at expanding and reinvigorating the ACA as the basis for enhancing the eligibility of millions of uninsured Americans for the premium subsidies provided under some of the existing healthcare legislations (Oberlander, 2021)Evidence-Based Health Policy And Politics Discussion.  In terms of the role of the nurse in agenda setting, the lack of health insurance remains a pertinent healthcare issue that can only be addressed through the expansion of current legislations aimed at ensuring more Americans become eligible for cheap or free coverage (Lamb et al., 2015). In this context, registered nurses have a key responsibility to participate in the planning, design and implementation of programs and efforts aimed at expanding the enrolment of uninsured Americans in the current programs. Equally, the nurse can also work in partnerships with community groups and others to contact the uninsured and to ensure the realization of the government’s promise of free health insurance for millions of Americans (Milstead, 2019)Evidence-Based Health Policy And Politics Discussion. Therefore, healthcare practitioners including nurses are frontline healthcare workers actively involved in the realization of the policy goals and initiatives pursued by the government with the core intention of facilitating the delivery of universal coverage through calling for spending and tax reforms, and streamlining of government-subsidized and regulated private insurance.
