Shortage of nursing staff is a major challenge facing various countries worldwide, becoming a global public health concern. In Canada, the nursing staff shortage rate has increased significantly in various healthcare settings. The nursing staff shortage in Canada has been exacerbated in the past two years. The lowest nurse-per-capita ratio in Canada in 2020 was reported in Ontario, which had 665 registered nurses (RNs) per 100,000 people (Stewart, 2022). This number was relatively low compared to the Canadian average of 814 RNs per 100,000 people (Stewart, 2022). The nurse staffing shortage in Canada is attributed to various contributing factors, including poor salaries, an aging workforce, an aging population with more healthcare needs, and the availability of higher-paying international job opportunities for nurses. Nurses currently working in Ontario have a high workload, exposing them to fatigue, burnout, and emotional distress. Burnout among nurses is contributing to a high rate of medical errors and an increase in the percentage of postoperative complications after major surgeries. Additionally, a high percentage of nurses currently working in Ontario have expressed their interest to quit nursing professional, claiming that physical and emotional exhaustion increases the risk of becoming ill. The high nurse turnover rate in Ontario will worsen the current shortage in nurse staffing, increasing nurses’ workload and nurse-patient ratio further, compromising nurses’ capacity to provide high-quality patient care. According to nurses’ burnout and fatigue compromises their job performance capacity and the quality of patient care. Therefore, a further decline in nurse staffing in Ontario will result in adverse outcomes, including high morbidity and mortality rates, longer stays, high cost of care, and high rate of readmission. For this reason, international nurses should be hired to work in Ontario to address the nurse staffing shortage. This paper aims at exploring barriers and facilitators for the integration of internationally educated nurses interested in working in Canada in the healthcare system.

Barriers and Facilitators for Integration of Internationally Educated Nurses Interested in Working in the Canadian HealthCare System

Facilitators

Hiring internationally educated nurses (IEDs) is the most appropriate solution for addressing the nurse staffing shortage in any country. According to Shaffer et al. (2022), hiring foreign-trained nurses who possess RN license increases the nursing workforce without incurring additional costs. Thus, incorporating IENs into the country’s healthcare system will resolve the nursing shortage in Canada in the short and long term without incurring additional costs of training nursing staff. The most significant facilitator for internationally educated nurses to work in the Canadian healthcare system is their education qualifications being recognized. IEDs are recognized as highly-skilled and competent personnel and are incorporated into Canada’s healthcare system upon meeting requirements, including having an RN license and passing an exam. In Canada, IEDs are allocated to various nursing specialties depending on their academic qualifications and experience, reducing the high nurses’ workload, which eventually improves the quality, safety, and efficiency of patient care.

Barriers

IENs who have migrated to Canada and are interested in working in the country’s healthcare system face various challenges. The first challenge is a complicated application process. A high number of IENs in Canada wait for their evaluation results for a relatively long period. For instance, approximately 15, 000 RNs were in Ontario waiting for their applications to be processed by January this year (Magno, 2022)Application For Doctor of Nursing Program Essay Paper. Regulators must verify an IEN’s education qualification and capacity to practice safely with minimum supervision. However, their system is too slow making IENs wait for months for their evaluation to be processed. Most IENs face these challenges despite passing all the requirements, including scoring high in exams, which proves one’s competency to practice in a particular specialty. In Ontario, registered practical nurses are provided with specialized continuing education opportunities to improve their knowledge and skills, enhancing their capacity to provide high-quality patient care. Nonetheless, IENs cannot benefit from these opportunities since they do not hold a diploma from a Canadian institution. IENs are only permitted to complete a refresher course before getting a Canadian RN license. Consequently, IENs with high potential is hindered from improving their skills and broadening their knowledge, compromising their job-performance capacity and ability to deliver high-quality patient care. Additionally, being denied an opportunity to further their education presents IENs as second-class nurses despite working at par with Canadian graduates. The IENs also cannot secure new job opportunities since required courses are not accessible to them, which demotivates them to focus on providing high-quality patient care and achieving positive health outcomes. For these reasons, a policy should be introduced in Canada to allow internationally educated nurses who have migrated to Canada and are currently working in Canadian healthcare systems to further their education. This policy will allow IENs to improve their knowledge, skills, and competence, resulting in high-quality patient care. The proposed changes will enhance the incorporation of IENs and allow them to practice to their full capacity by enrolling in available courses. The enhanced IENs incorporation will benefit individuals, patients, and the entire healthcare system. Pursuing more courses or improving one’s education level will increase employability opportunities. Nurses will also use acquired knowledge and skills to provide high-quality patient care. The healthcare system will benefit through a decline in adverse events associated with nurse staffing shortages such as a high rate of medication errors.

The Impact of Personal Background and Life Experiences Contributed to my Scholarship Interests

Since my childhood, my goal in life is to help needy community members, especially the sick. I always accompanied my relatives and friends in visiting the geriatrics in the elderly homes at the tender age of 10 years. Additionally, when I was growing up my parents instilled essential values in me, including being caring, compassionate, and dedicated to charity work. I developed an interest to become a nurse at 15 years when I realized that by being a professional nurse I could acquire knowledge, skills, and competence. I would use these skills in providing healthcare services to individuals presented to the clinic with various clinical manifestations, improving their health outcomes and overall quality of life.

After completing high school I enrolled in a nursing college to pursue my dream career. I pursued a Bachelor’s Degree in Nursing from the BScN University of Baghdad from 1998 to 2002. I later enrolled for a Postgraduate Critical Care Nursing Diploma at King Fahad Medical City, Riyadh, Saudi Arabia from 2012 to 2013. I then joined King Saud University, Riyadh, Saudi Arabia to pursue a Master’s Degree in Hospital and Health Administration (Health Care Quality) from 2014 to 2016. I was licensed with the College of Nurses of Ontario as a Registered Nurse upon meeting all the qualifications.
